RICO’s Legal Basis: RICO was enacted in 1970 to address the infiltration of legitimate businesses by organized crime. It provides for severe penalties and a broad scope of prosecutable activities, including those that may be involved in gentrification efforts.

Application to Gentrification: When landlords, developers, and legal representatives conspire to displace tenants through fraudulent means, they may be engaging in racketeering activities. This makes them liable under RICO.

Defendants: In this case, the defendants include UDC GATEWAY LLC, Judge Karen May Bacdayan, and Rosenblum & Bianco LLP.
